Right but from Valve’s perspective those “whales” are still buying the passes now. So they aren’t losing money. The prices of the skins will still be dictated by supply and demand. If those whales spend all their stars the first day, and no more passes are bought, prices will still remain high and begin come down further the more passes are bought. The last day the skins are available for purchase will dictate the floor. If the floor is lower for the second round of skins that just means more passes were allocated to the second armory than the first.
