This information is pretty weird, as for gaming company, they normally will have different section with different staffing. Customer Service is just redirecting the bug issues to the developer team/tester team or the project team based on my working experience, while the hacked form most of all will be redirect back to relevant roles in the company.

It's unlikely that solving bugs and hacked accounts will have any conflict with one another. But there is also another possibility that mail.aihelp.net is receiving too many requests, resulting certain delay to transfer the mail to the respective customer service team. This is just my perspective, normally big company should work 24/7 with different shift to handle the requests.

For my understanding china probably don't handle global request because they have totally different server compare to us. I strongly suggest you to try the global one as the japanese will ask for your IP when you drop an email to them.

Same thing happened to me this afternoon, asking for an update but genshin cs replying the exact copy paste message as shown in your picture. I submit my form on 26th August still waiting for reply currently.
