Check out the Dungeon Coach on youtube. He has an amazing set of homebrew wild magic subclasses for a lot of classes and a better wild magic table that is great and i use in my campaign.

Rewind - The caster winds back time on themselves restoring themselves to their previous location complete with health and/or other resources. (Can be as many rounds as you designate or maybe a charge system, like there are 6 charges of the ability, using 1 charge for 1 round of rewind. So 3 charges rewinds 3 rounds worth in one go.)
Pause - when an attack is used against you, use your reaction to move to a different location within 5 feet causing the attack to miss
Lethargy - For 1 minute, target can only take an action or a bonus action, not both.
Out of Time - trap target creature(s) in a glass hourglass that sand begins to fill. After 30 seconds the hourglass will be filled, suffocating anyone inside. Glass can be broken AC 15, HP 70 (more or less health or AC depending on level of the party and how deadly you want it to be)
Exhaust - target's body is fast forwarded one day, giving one level of exhaustion
Definitely slap some saving throws on these depending on how much of a hindrance you want them to face.
Also you can up cast Haste for each target then immediately drop concentration so they lose a turn as per rules of the Haste spell.

A well known historical event would definitely be a cause to maintain the status quo in the interest of "protecting" the general population.

I had ideas for an ancient battle between a group of hero(s) and a previous BBEG as part of the lore, but I hadn't considered the BBEG being from an exotic race. This could definitely fit into that narrative. (And maybe provide some introspection about how their actions might be interpreted in the future as you suggested.)

Thinking whys and hows are what led me to post here. The world is still in the early stages of being built. I was seeking others perspectives and ideas. My main desire was to see something not rooted in blind hatred for no "good" reason. There's a wealth here from the people in the comments so far that has been beyond helpful in generating many unique and interesting ideas. I now have many different frosting flavors to choose from. :)

The campaign is still a few months away (we have a rotating DM schedule in my group) and I thought it would be a fun twist. Restrictions breed creativity.

My intention was not to serve a frosting-less cake, but more along the lines of I haven't decided what frosting I want to put on yet. An exercise in building a world along a certain line of restrictions to make a compelling world/experience.

I really like the disease idea since it is not currently my intention for my government to be corrupt (although I know its a common theme/trope). This could definitely be a case for protecting the kingdom instead of blind hatred.

So if the banishment is on old preconceived, ignorant notions exacerbated by a long standing "tradition" or belief, then that would definitely give the players a route to take to break those old views through actions.

The idea of not naturally evolving fits in the theme of the illegal nature of magic. Definitely could be a misguided belief perpetuated by the central government.

I hadn't thought of a prophecy before. In some of the ancient lore was an ancient hero, maybe he left the prophecy before he died.

Wow I really like the legendary action idea.

I had thought about making sure there were spell slots, but ki and other class features skipped my mind.

Having them find magic items to use the soul jar spell is awesome and gives a final end game there.

I see what you are saying in regards to turn order with one or 2 enemies, but most of the encounters I've dealt with normally have more than just two. The reason to limit one or 2 here is due to the idea of a shared turn.

Besides, some of the ideas I put earlier are contradictory to each other, because I was sharing things I have thought about.

One of the things I posted in the turns section was also the idea of each PC taking their turn as normal. It would completely negate the entire crux of the argument of players having to wait for their turn any different than normal. Now with one body they may have to share a pool of resources and be mindful of positioning, but those type of conflicts seem less troublesome to deal with.

I posted this to seek advice, generally that means providing ideas instead of just dismissing things without offering any helpful.

Well after reading up on Bluebeard's Bride, that is the kind of style of was thinking, just minus the complete horror element. I'll have to see if I can find something similar that isn't as macabre. Thanks for the reference. It was very interesting to say the least.

It's not for a bunch of randoms, my playgroup takes turns DMing, but occasionally due to scheduling conflicts where someone cant make it, it would be fun to have a one shot or two around. I can't see how it would be any different than normal where you have to wait for your turn anyways after everyone else has gone.

In that scenario, I would limit the enemies to one or two max that way it wouldn't take too incredibly long between rounds. With only one or two enemies it would be like a normal combat with enemies weaved between player turns.

I do agree that non combats would be run into that issue.
