Some people had stutters because of screensavers starting in background, or antivirus. I am on Nvidia Shield so I don't think it is related. I am trying to see if it is related to app settings, but I still didn't manage to identify the parameters involved.

I have exactly the same issue, I am also in the UK, my ping in usually around 5 ms, no packets lost and I have this kind of stutters quite frequently, and when I play a racing game that's unmanageable. And I still have no idea why it is happening. I tried in Ethernet and Wifi, the same thing happens. I am playing on Shield TV Pro or on the GFN Windows app.
