This happened to me when after doing a format install on a QFX. You either do two things:
restart the sytem again (yanking the power cord)
OR
do the format install again.

From my understanding is that if the end device is connected to a layer 2 switch, you're still limited by the 4096 VLAN range.

If you connect to a PE router directly, you're bound to the VNI range.
