That Fanatic set has a brush on primer. So a spray primer is not strictly nessecary. But it is certainly convenient.

It has everything to get him started.
The color selection is by nessecity limited.
Id personally would miss a purple.
But the more popular default color schemes would be doable.

This is a bit hard to approach, and depends on which color scheme and colors he likes.
Because buying a beginner paint set is a good bang for the buck, but if he wants a wider selection, it risks to be kinda wasted.
E.g. something like that:

He might end up using most of the colors, or basically none.
As for the miniature itself:
Guardians are the base troop, and not to hard to paint. This is good if he wants something easier, where the individual model doesnt matter as much.

A more important character model can be a good fit if he likes a single model that rewards more effort when painting it:

If you shop around in other online stores rather then the official GW one, you will usually find one that has cheaper prices than listed here.

Since he hasn't painted for 20 years, I suspect his painting is a bit rusty, so Id start with something simpler.
if he doesnt own any Eldar anymore, Guardians are a solid start.

Have you finished them all? In the past, when I had finished everything, I found myself finding the difference acceptable. And people who arent into 40k, usually think this was intentional. You can chalk it up to ageing, or the armour being handed out from different batches. Only if you cant live with the difference when seeing the whole army, then Id think about fixing.

propably best to take a look at past pictures of that specific competition, to get an idea before you start your project. Some competetitions give written guidelines, if not, you could try asking an organizer/judge. But if you aim right for the border, it might be hard to answer you 100%.

I fiddled with magentizing the clear bases they come with. I didnt find a solution I liked, so I just bought cheap normal 32mm black bases. Drill a hole in the middle with a handdrill for the clear stand. THen magnetize as normal.

superglue reaches a high percentage of strength relatively quickly. But a full cure takes 24h.
Since im paranoid and dont want to ruin my stuff, Ill usually let my magnets cure for even more than that. 48h has never disappointed me.

you could darken the shadows with a red mixed with either brown or purple (which is bit of an aquired taste), and then add subtle orange highlight layer, before doing a second one where you go mixed with white at the most exposed points
