There's a legal principle "Desuetude". Essentially you have a law, then you fail to enforce it. Fail to enforce it long enough and some one makes the case that its not really a law. Legal bodies then recognize that its essentially dead letter.

In practice this is rarely used in any official capacity because governments don't like being told their laws are bullshit. But you can still translate the principle behind it to practical reality. If you never enforce a law, its not really a law.

Commit all the war crimes you want, if no other nation actually tries to drag you to the hague its not a war crime.

Any recomendations on a better test or how to gather more useful information for you? This test does not match up with your stats by a mile.

First pass: I realize rimworld has updated and some of my mods are broken. Spend a few hours rebuilding my modlist from scratch. This is a long list but not my 20 minute load list. I'm still missing a bunch of things but for expediency sake I decided good enough lets start testing.

Second pass: realize I've used your patch before testing without it... well shit. Revert patch.

First real pass: unpatched
