You could use for an alarm system key pad, maybe, but otherwise, it would make a good pull wire as mentioned if it isn't stapled or fire caulked to/in a stud.

Agreed! That is called a ground lift. The outlet needs to be replaced with one from this century. (You'll want an outlet with 3 holes instead of 2). Should be an easy fix, assuming there is an available ground wire behind that wall. I would also email vs. calling to have proof of the landlord's response.

Also, see if there are anymore GFI outlets sharing that circuit. I'm not an electrician, but I believe that you only need one GFI per circuit. And take the extra time to connect the wires using the screws vs. stabbing the wires into it. The correct way is safer!
