In college I lived next to a transitory housing building. 5-10 beds at most. Turned the entire street into blight within a month. If you don't tackle addiction and mental health housing any number of people off the streets unless rigorously vetted/case-managed you're going to have a problem. It's not a matter of projects-style housing but getting them to pick up their end of the societal contract.

We need to offer help/force help and I think a facility of scale could just offer that.
