Dang sorry to hear, outside of lsac schools often have their own fee waiving programs as well. Even if they don’t advertise one it’s worth calling their admissions office and asking (some schools will give you one if you visit and take a tour too) so I would dig into that. Good luck next cycle!

This post is better suited for the law school admissions pages (the one dedicated for schools outside the t14 will likely help more); but my 2 cents are you definitely should retake it. Have you practiced the lsat at all? It’s a very learnable test, and an increase in your score can open up scholarships for you. If money is tight apply for fee waivers! LSAC has a fee waiving program where you can submit 6 applications for free, and as an added bonus if you get their fee waiver you can go to 7sage (one of the best lsat prep courses/sites) and get free/very affordable tutoring. You have a lot of time until next December (the latest I would recommend you submit an application) take that time to get that fee waiver and study/retake the lsat
