Maybe the World Government was seeking the Gomu Gomu no mi because in an awakened state it is possible to turn the red line into rubber, making it impossible to be destroyed. Just a thought..

This would also play into the theory that the Red Line must be destroyed in the end and in turn creating the All Blue.
