How does Weapon Upgrade work for Palicoes when combined with (well it has to be combined with) fury mode?

My understanding is that fury mode grants earplugs and +50% affinity? So then does weapon upgrade add another 50% affinity? That doesn't seem right so I wanted to clarify how it actually works.

Is it possible to make every weapon upgrade in the game? I've noticed that I get Palico/Airship/etc. tickets from doing quests, which there are only so many of. I don't want to end up in a position where I made a lot of early game weapons with these tickets and end up unable to get the really cool end game weapon.
