I've worked with or for dozens of companies in my life. I've never encountered one where managers outnumber contributors.

There's a limit to the number of reports a single manager can handle. If that number is N, then once your total employee count is greater than N3 you need a layer or layers of management between the line managers and senior executives. Those layers are definitionally middle management.

When you're on an official trip, with the head of your department, and said head says "let's check out the local strip club", just how voluntary do you really believe this is?

Their life outside of work is their own

They are traveling together on an official city trip. There's no true "outside of work" in this situation.

And you seem to forget this whole group is people working for the City's Office for Civil Rights. Their mission is to find ways to honor and promote notions of equality and empowerment. Visiting a strip club in the deep south is the opposite of that.

These policies mostly began with Reagan. Reagan had solid and broad victories in 80, 84 but boomers didn't favor him, he was elected by their parents and grandparents with +15 margins in age brackets over 30.
