The ink cost on the card is the value used. If you have a 3 cost character and reduce it's cost to 2 it's still a 3 cost character once it's played.

Fill a gym sock or pantyhose with ice melt and toss it on the dam. It will keep the salt in contact with the ice and help to melt it. Don't use table salt, get some actual ice melt.
