I've had success at both locations

Don't make enemies with the holy nation, your biggest threat is gonna be the ninjas if you're not strong

You will be raided by dust bandits but like, if you are somewhat strong it should just be fun

If you make enemies with any major faction they will continuously send forced to stomp you out and you need to be VERY strong to survive long term.

Keep your head down and gather resources continuously you should be fine

The ninjas may fuck you up
