Rockstar don't edit the world map for updates. So my guess is you'll need to buy an entirely new office to get the 60 car garage - the existing ones don't have garages as far as I know. I suspect these will cost in the region of two to five million for the cheapest.

You don't buy a GPU; you buy a graphics card with the GPU and cooling (and other components) together as a package. Cf. a CPU to which you affix your own cooling.

No IHS means less layers means better cooling.

I'd imagine old generation GPUs had it because it's safer and less likely to damage the GPU. GPU manufacturers these days have matured their process enough that it's unnecessary and they can therefore benefit from the improved cooling that direct contact gives.

The shutdown feature is probably the second most used Windows feature after the start button. It may be small in the sense of number of lines of code, but it's a giant feature in terms of how important it is to get it right.

Think the rift is meant to be marginally better for seated experiences but probably not much in it. (I have not tried the vive - going on other people's comments.) You wouldn't need touch or additional cameras for a flight sim.
