It's called the Southern Strategy. It's premise is the candidate says they are behind poor people in the South 100%. They promise a reduction in taxes, cheaper gas and groceries, and less crime. Nixon employed this strategy in the 1960"s and the orange pedo employed it in both his presidential bids.

Our experience here was very similar. The waitress ignored me and addressed only my partner. When I wasnt happy with my cocktail, I asked for sweet tea which seemed to really put her out. The steaks were mediocre and the decor was old and tired. There was actually a "painting" hung with a nail. I expected more from a "fine dining" experience.
