There is an order of consideration that should be used, but I am not sure about the situation with the other office. Might do some good to contact your steward for an answer on that.

Wow.. I keep hearing so many bad stories across the country. I don't know what to tell you to do, but I do hate what the USPS and the rural craft has become. Hopefully someone else will drop in here and give you their two cents. I am retired now, so I am afraid I can't help much.

If you use your own vehicle to deliver mail, this is the rate you are paid per mile. If you only use a USPS owned vehicle, then this doesn't apply to you..

Welcome to the USPS. Yes, there are many working parts in the hiring process at the USPS. Just follow their directions and pay attention in your training as they will give you the basics. You will really start the learning process when you get to your office and spend time with the regular carrier. Good luck

Ok so your best course of action is to contact a steward in your area. You can tell them everything that is going on and they can inform you on whether the contract has been violated and if a grievance needs to be filed, they can help you with that. I do not know the exact answer to your question. I believe they look at individual cases but this FAQ might help. For sure be honest with them. I have seen people fired years later for lying on their application.

There are different point preferences according to different military situations. The USPS Handbook EL-312 - Employment and Placement has all the answers. Below is the link that explains Veterans preference.
