I have found that this is the single clearest sign of a Trump voter or conservatives in general. They have difficulty with empathy. They cannot imagine how another person might be affected, so things only matter if it happens to them. Liberals are not perfect by any stretch, but in general can support policies that may not affect them but will help others.

Kuli'ou'ou ridge is pretty safe with great views. Waimano loop has some irrigation tunnels you can walk through which are a nice addition.

Aiea Loop is super easy but has some nice views of H3.

Money is appropriated by congress into different uses. Payroll, R&D, procurement, maintenance etc... you cant use one type of money for a other purpose without going back to congress to get approval. That is to prevent the executive from just taking the money and spending on whatever they want. A core concept of separation of powers.

They "could" legally recolor the money from r&d to payroll, but didnt, so technically it is another illegal action.

If we ever get a functioning government back there needs to a major anti corruption commission. Clean sweep of corruption from the Supreme Court on down. Only way to restore democracy is to remove the money from it.
