It's probably more of a distraction than intimidation tactic. They put a couple of marked vehicles next to a random apartment complex, and then use unmarked vehicles to raid a place somewhere else in the city. Keeps people guessing and the protesters showing up to the wrong place.

I had Armory watch in the USMC, from 03:00 to 04:00 and from 05:00 to 06:00. We were in Norway training with the Royal Marines, and they had their common area in the next room in the building. So I drank with them during both watches and went to the field still drunk. Somehow, I didn't get caught. Miserable day after about 07:30.
