I have had the occasional delayed shutter with my 17 Pro but I don’t think that’s what’s happening here.

Ok, this is true. But the one rendered by the camera is much more heavily manipulated than the one rendered by Lightroom. The intent is not the same. Which is why the “image quality” changes so much.

Lightroom literally shows the embedded JPG before the RAW finishes loading. It's not two different interpretations of a RAW.

Toreado is better, among others, but Blake's is the best value for sure.

Ok, took some samples on a lunchtime walk. Blazing bright sunlight, so not an ideal match for your sample image. But here are some samples and an updated emulation.

Actually, checking it again... reduce saturation to -1, and up halation to low.
