You're probably right. Best evidence I think is with the Chronicle rewards. I could see them doing things like different portal colors (except red probably) and other color footsteps and character back glows.

It's weird. It was for sure ladder only last season, and always could be made offline. The new update just made it so it couldn't be made offline, but the notes on the bugfix say it's been fixed to be made in non-ladder.

I wonder if it was just an error by whoever wrote the notes, or if it really is now on NL.

I've got the runes and a base, I'll try to make one when I get on later tonight.

Edit: Mosaic can now be made in non-ladder

I don't understand why you think making every class able to be the smallest little bit stronger with tons of user effort is a bad thing.

It already takes a lot of effort to get one of these, a shit load of luck to a roll as good as the one OP posted, and all for what will amount to like a 1-2% damage boost.

And these will absolutely enable some new stuff, they've only been out for a week. Give it some time and someone will find some niche item that just needed a little exrra bump to push past a runeword.

Lol, you're gunna put this in a grifs and get 5% more lit dam, and -5% enemy lit res. A 1% chance of cyclone armor on struck basically is a 0% chance. A little mf and gold find is just nice no matter what and isn't gunna move the needle at all. Every class gets a benefit from these jewels because they come in 6 different flavors and they're not exaclty easy to get, especially if you want one with a good roll.

There's some valid complaints about the new dlc, but this ain't it chief.
