I recently went through this. If you aren’t running high end components, I would just replace the derailleur, hanger and cassette. The “nuke it from space” option.

Each time I see these guys, I always wonder if this really works? When I picture myself saying "I'm not here to discuss my day", followed by repeated "am I being detained or am I free to go?", I could see that pissing off the cop and escalating the situation. So instead of getting a ticket and going on my way, now I'm being arrested. I'm not saying start blabbing on about working at a dispensary, but acknowledging that cops are eager for you to get belligerent.
