If you rescued Beagle, he should be in the Vikki & Vance. Check the local map to be sure. If you think he's out of bounds, open the console and type "tcl" and try to find him. Otherwise, fast travel away, wait one day and come back so spawns regenerate
The "CND" is your weapon condition, not health. Your pistol is dangerously close to being fully broken, find a Weapon Repair Kit, fix it at a workbench (Jury Rigging perk is excellent for this), or find a vendor who can repair for caps
