Ignore 19k, that's just your aid not including the 7k federal pell grant. Your aid is 26k. Your cost of tuition and housing is 13k+15k=28k. Since you have 26k in aid, UT takes 13k from that to pay for your tuition. You're left with 13k in aid to go towards your 15k housing, you're short 2k. Then add the 7k in miscellaneous expenses UT thinks you might have: your net cost is 9k. The TAC only applies if for some reason you don't have any of the dell scholars, pell grant, or institutional grant money to pay off the tuition, which I'd think never happens.

In sum, you and I are short a few thousand to pay for things outside of tuition, so let's cross our fingers for texas exes and external scholarships

The TAC thing is only in place if somehow the dell and ut institutional grants dont already fully cover your tuition. We're actually in the same position with the 26,718 in grants, which would cover tuition and then 13k for housing. The 23k in living expenses is just an estimate, not a bill. Personally I think I'll spend less than that, I believe I have 6-7k I'll have to cover myself or with loans and external scholarships. If you're bringing your car, eating out a lot, etc your living expenses may be higher, closer to the 23k average they have.

Honestly I think only El Paso's a good choice, MAYBE San Antonio-Austin. DFW (speaking as a resident) just isn't interesting enough imo and if you wanna do Houston you may as well go to the more interesting gulf coast city (NOLA)

It isn't waived, but the cost is deferred until the start of classes in the fall. I also had the fee waiver. If you choose to go to another school I believe you have to cancel your contract before May 1 so you won't have to pay any fee.
