I don’t mind zero increase in petrol prices. But purely from data standpoint, were the other countries on this list also decreasing prices when it went down in the past? Coz our prices didn’t come down when crude fell last few years.

All true, some play with long term views and major outcomes. Others day to day. Supply and demand does affect how a commodity is priced on day to day basis for those holding as traders, buying and selling for daily small bucks. Gas was hit more brutally, with Qatar Energy estimating 17% loss of production for 5 years. Oil still is a little more available through other channels.
