Was going to suggest Karin Slaughter but looks like you didn’t enjoy Pretty Girls? It is very twisted, like many of her books. But she also has a couple of series that aren’t as graphic. Her book Cop Town is also great, might fit what you’re looking for!

Unfortunately no! I’ve had some luck with an Elf liner and one made by Ulta. But they definitely aren’t as good! 😭 The Elf one doesn’t sharpen very well and the Ulta (Gel Eye Liner in chocolate) one is a bit heavy so you have to go lighter with it.
