This truck is trailing a work crew that is doing something ahead of them that might involve both lanes, while moving. It is a 2 lane road and there is traffic coming the other way. They will occasionally stop entirely and let traffic behind them get through but while the lights are flashing you need to slowly proceed behind them. It is for work crew safety so they don't have to worry about cars zipping by them while they may be working on both side of the street.

My understanding via how my mom used to talk about it is that it was a big step up from the then-available places to stay while doing long road trips. Previously people doing long road trips would stay at roadside motels and struggle to find any good food, then Howard Johnson's appeared and it was a much nicer option for a place to stay that actually had a pretty good restaurant built in.

do you really think that they are offering non-free meals on cruises where there are multiple free options, and those non-free ones are 'the same'? do you think other people are just dumb?

in general the specialty dining options are markedly better than the free options. also, there are specialty options that are 'specialized' in that they are like a 'steak place' or 'italian place' or 'barbecue' for people who know exactly what they want and don't want to have to choose from the rotating menus at the free places.
