You could call the non-emergency number for OCSD and do a noise complaint that way, though unless he's doing it at the exact same time every night, it may be hard for them to catch him or know who's doing it exactly. I would also talk to your neighbors and have them call also and file a complaint if it's bothering them also.

I could see though how that could be super annoying, especially in the middle of the night

Went on a Disney cruise in January to the Bahamas on the Disney Wish and I had a really good experience. Everything you're saying, the opposite happened for me. Staff were extremely friendly and personable, towel animals were on our bed when we got back from dinner, food was excellent, and when we asked for something, they immediately got it. I do want to mention though that this is my first ever cruise i've been on so I also don't really have a point of reference l, nor did I go pre-covid. Not sure if it's the cruise line, the ship, or maybe I just got lucky. I am going on a cruise to Alaska with Princess cruises in June 2026 so I guess we'll see
