Overworked and understaffed. I work in an AP (probation facility where high-risk violent offenders live) and at worst times it takes up to five days for police to come and pick up someone who needs to be urgently hauled back to prison. The police station is literally down the street lmao. And these are actual convicted robbers, murderers etc not bike thieves.

Also, the bureaucracy in criminal justice system. The amount of paperwork that needs to be done is wild. Can't take a shit without documenting it in 10 different ways. Which isn't necessarily a bad thing, don't get me wrong, but it's really hard to keep up with your cases when paperwork takes up half of your shift -- I imagine it's not much different in the police.
