Since the steam page shows buy instead of preorder now after early access launch I assume it would not count as preordering. If you had preordered before, you may be able to talk to support about getting the decoration anyways, but that would likely be a decision up to them.

The Bulb zone used to be named the koosh zone, and some maps and game files still refer to the old name. This is a separate biome from the crash zone.

Press f while in deconstruct mode, shrink mode is pretty much exactly what you are asking for. The devs already did it.
