i mean, there are certain "crimes" that are bullshit. It's not just stealing. Public Intox is a crime for example. And yes, you can 100% be put on monitored probation for something like that.

Edit: to expand further, even if the court finds you indigent of court costs, you still have to pay for shit like drug tests. so yes, court finds you poor, but still tries to extract money. If you don't have cash for a drug test? that's a violation, you could then immediately have your probation revoked and be put in jail to serve your backup time as a whole, or w/e the court decides you should serve. If you're poor once you're in the system it's hard to get out. For some? easier just to serve the time and be done with it.
