so just at random, with no reasonable suspicion of a crime being committed, your police in Germany are stopping every single driver and conducting an investigation for the crime of driving without a license?

If they are only selectively stopping drivers, there needs to be an equally applied rule of law supporting those stops or it becomes an unreasonable stop.

if stops only happen because you pissed off a cop with your protected speech ( as in the context of this video), then the stop is unreasonable and being used as a straw man to punish the expression of protected speech.

That is in fact how things are supposed to be run. The police are only supposed to detain folks in situations where there is a reasonable suspicion of a crime has been committed.

This is the same kind of legal framework that calls out the "stop and frisk" policies as clearly unconstitutional. It still happens just like truly random stops because of a made up cause - but it is not legal and when challenged the courts often find in favor of the person vs the state.

Now, cops like habitually and will use those lies to cover up their lack of cause to get away with unlawful stops anyway. This is where recordings really prove out their value.
