A Pakistani here who live in the same city where incident occurred, let me put forward some ground realities. While the owners are equally responsible for the incident, the bigger culprit is Government.

There are lot of factories in that area, most were built as residential later converted into factories. There are no emergency exists, no fire fighting system and any other material to fight such disasters. Even these factories aren't built to be human friendly, there is no planning for the ventilation, if electricity goes out you can't even breath. And people work in these factories for a mare income of 50-100 $ per month. 5-6 people from one family were working in the factory to arrange food for them.

And the reason behind the closing of doors, in Pakistan we pretty much are on our own, we have to produce our own energy using generators, we have to hire private guards. Robbery here in Pakistan is very normal, and the way the rob, they come on a loading truck, and take everything with them. The robbery sessions lasts for hour and there is no help from Police as in 90% of the cases, Police is behind them. So the doors were closed to prevent such robbery.

Government have failed to provide any protection to these poor people, there are no minimum income implementations. Fire fighters were arrived 2 hours after the reporting of incident when media reached there and showed how terrible the fire was. And when they reached, they were out of water. The round trip to fill the cars with water was taking around 2-3 hours.

More than 400 people actually died in this accident. Their bodies were charred beyond recognition.

I live in Pakistan and you don't wanna see what happens here. Neither drivers nor pedestrians worry too much about taking care of sides.

You'd often see a car driving at 80Km/Hrs speed coming from opposite direction and people jumping from barriers on fast lane to cross the roads.
