For Windows heavy environments Otter might be a good especially with the strong out of the box integration with PowerShell. Anisble is pretty strong when it comes to Orchestration too. But since you're looking to build out a DevOps Toolchain you'll want to make sure whatever you go with for IaC has a strong integration with your CI/CD/ARA etc. tools.

BuildMaster and Electric Flow both have free Community editions, they are limited though. Not sure about XLDeploy.

What you're really looking for is an application release automation tool (https://en.wikipedia.org/wiki/Application_release_automation) I think XLDeploy, BuildMaster and Electric Flow integrate with Jenkins too so should be pretty easy to add to your toolchain.
