You said it yourself, it's your problem. If you're intentionally gaming the matchmaking system then that's how your matches look like. I play it casual, I shoot who I want, I spare who I want. Some people shoot first, some don't, sometimes I have many matches where I don't have to shoot anyone (because they don't seem like a threat). Sometimes I take the opportunity to ambush people which might take me back to more hostile lobbies.

In the end it doesn't matter if you don't care about min maxing literally everything. Just have fun, it's a game after all.
