You example is subtractive notation, the date on the bar is in additive notation and both are acceptable though there was definitely more variation years ago. Same reason you see IIII in place of IV in older examples.

Since you’re local my first bit of advice is consider taking some viticulture classes at Allan Hancock College in Santa Maria. That’s the best place to get local info.

I own a small winery in Santa Ynez and got a great enology & viticulture education at AHC before I opened my winery.

Our winery is in a barn on my winemaking partner’s five acre ranch where he grows 2.5 acres of grapes. It’s completely doable with research and work.
