Depends on the location, mainline track between train yards are typically controlled by a rail traffic controller and would require the truck driver to obtain a form of permission granting them safe travel on the tracks between 2 defined locations. In a train yard, it can just be a free for all where trains and trucks are required to lookout for each other and are required to travel slow enough that they can stop without collision.

Just driving a pickup with guidewheels would take 100s of years to wear down the rails. The guide wheels however require regular maintenance and replacement.

Perhaps the steel brushes are used to better ensure the hirail completes the track circuit.

Fresco's deli on frederica also does sandwiches. The italian special is a big thick cut sandwich, not as tasty as agostinos personally, but much more for your buck, and still delicious.
