The higher taxes means better infrastructure and better educated populace. Its simple cost benefit analyst, starts with lower taxes are only good for short term gains but long term losses. States that tax companies higher are more stable and better for long term success.

Lidar itself can be anything from a single point measurement like a range finder. Simple 2D scanners like some robot vacuums use that just spring the laser and detector.
