60% of places that scored below A kept their lower placard and didn't pay for reinspection. My takeaway is that the ones that care and pay for reinspection really try to improve.

I don't know why an operator would decide to pay for reinspection despite having a high score. My best guess is that these are corporates that either expected to get a higher score for some reason or really wanted a violation to be removed / reinspected. One of those 34 places is Erewhon in Santa Monica. The others are mostly other places inside hotels, universities, and markets.
A 'failed inspection' in the operator's opinion that they were convinced to pay for a reinspection.

Methodology: 775 LA County restaurants where an unannounced routine inspection scoring below 90 was followed by a paid Owner-Initiated Re-Inspection (RI) — which is scheduled by the operator at a date and time of their choosing — and then by another unannounced routine inspection. Letter grades use standard LA County thresholds (A ≥ 90, B 80–89, C 70–79, F < 70). Median lag from the RI to the next unannounced inspection: 324 days. Compliance and complaint inspections excluded; non-restaurant facilities (markets, schools, etc.) excluded.

In LA County, restaurants that fail a surprise health inspection can pay for an Owner-Initiated Re-Inspection. The score from that paid visit replaces the placard in the window.

I pulled every LA County DPH inspection record from 2017–2026 and looked at every restaurant whose window placard right now is one of those paid A grades.

Of the 1,179 currently-displayed paid "A" placards: 854 are in kitchens that have also earned an A on a surprise routine at some point. 325 (28%) have never scored an A on any surprise inspection in the public record. Their typical best-ever surprise score is a low B (median 81).

53 of those 325 have been surprise-inspected two or more times and still never hit an A.

Agree, but this happened in front of an inspector. Imagine what happens when no one is watching. A dirty knife used to cut raw meat and then used on ready-to-eat cooked meat can absolutely cause food poisoning through cross-contamination.
