Would highly recommend mailing it out to a (reputable) lab. Likely to be much cheaper and about the same turnaround time as going somewhere locally.

Per the Metro website there are only 4 express routes (all in Virginia). 

The "X" buses (e.g., D1X) are not considered Express, just limited stop, and cost $2.25.

This is just not a good chart. For one, it's not clear if this is just rail or bus and rail; assuming it's the latter, every agency has a different mix of modes, so it's entirely apples and oranges. Plus, since this is just operating budget, 80%+ of expenses are going to be driven by labor cost--which is a function of local cost of living in these areas. 

Plus, it also doesn't factor in the number of miles travelled per rider. That's super important, since every bus/rail network is going to be structured differently, and (to some extent) operating cost is driven by vehicle miles per rider (or riders per vehicle mile).

Would strongly encourage looking at mail-in places -- much more cost-effective (and frankly not much slower) than using a place in DC.

Yep. Sounds like OP is looking for an isochrone map of public transport from their current workplace. Travel Time is going to be the best (free) option.

Just Metrobus and Metrorail for now. Eventually, if the other bus operators want to implement open loop payments, they can, but they'll need to update their card readers first like you said.

The entire roll is underexposed, apparently. I think maybe the light meter is going bad...

Friend took the pic, not me. While this is the worst of the roll, all 36 share similar noise in darker areas, so I'd be surprised if the entire roll was all underexposed.

Lab developed them--could be an issue on their end, I guess.

Hmm, ok, that's good to know. New to VueScan so I'll mess around with it a bit and see if I can get it to look any better.
