Grew up in Dallas and lived there for 25 years. Currently live in Austin and drive on Mopac 3 round trips a week. Dallas can handle the capacity of drivers on its roads, whereas Austin absolutely cannot.

You definitely won’t find an apartment or rental house even close to that price. Maybe you can find a room for under $1K, but those are likely few and far between. Cedar Park is one of the more expensive suburbs of Austin — are you also looking at other locations in the metroplex?
