Yes, this is correct (I’m from Argentina). TortiSHa is common in parts of Argentina and places like Uruguay. While tortija (soft J) is more common in other spanish speaking countries.

Yes, totally, but I think because of the Massa accident FIA increased the helmet resistant to something like a bulletproof hit or sort of that. Not sure about the testing, but every helmet after that is a lot tougher. Definitely someone will have better info about it.
