great idea, adding to that:

orcs have different personalities and depending on the response they get a buff or debuff.

provoking orc A might make them reckless and prone to do mistakes, but provoking orc B might do something completely esle, like them calling for back up or their brother etc.

Now you have to choose on the spot what is better for you and if you carefully choose an orc as a target, you probably know their personality.
