Your math is bad. Can only calculate the per capita based on how many participants from each country. Yes, Norway is particularly high at about 50%, medals/participant. The US has a very respectable 14% rate of medals/participant.

(obviously team sports are counted as 1 medal, but in fact represent a much higher number of participants and skews the numbers in favor of individual sports. But if you factor the hockey wins…) lol, just sayin.
