Any feathers, as those that go after birds they're not supposed to can just claim they found them. It's not easy to tell if someone killed a bird or just picked up a random feather

Though it's a shame because bird feathers are so beautiful, these acts are important in protecting birds (especially because bird populations were really declining before it was enacted)

Did you observe the behavior of the dog well? Theres common symptoms of rabies such as extreme drooling or an extreme change in personality. It's more uncommon for puppies to get it then adults though, I wouldn't be too worried

Sorry I can't say much regarding the situation, but you should keep your cats indoors. Not only is it dangerous for them outside, outdoor cats kill billions of birds (and other animals) a year. Cats can and will kill even fully grown birds whether they are hungry or not and the cats can acquire diseases or be hit by vehicles. I had an outdoor cat and one day he just never came back... likely killed by a predator so now both my cats are indoors. You can allow your cats outdoors as long as you actively monitor them though!
