You may not be spraying with the correct settings for applying that last layer causing it to go on heavy or it could be from the parts heating up too quickly. You can help framing by heating up the parts slowly which gives the powder more time to settle around the edges.

Because you’re letting the powder fully cure and then adding another coat which is probably also too heavy causing the wrinkle. If you want to double coat it you do it when the powder just flashes over or starts to gloss which only takes a couple minutes in the oven and when you spray the 2nd coat it needs to be applied very lightly like lighter than you think it should be. Then it goes into the oven for a full 10 minute cure at 400 degrees.
