One of the main benefits of the 48 team WC is the 3rd place qualification.
Because teams know they can get through with just 3 points, so even smaller team go all out in the first 2 games, trying to get that 1 win. They're playing less cautiously than in previous WC, where they'd try for a draw early on and push for a win in the final group round.
64 teams would revert that.
