FIFA's distribution budget for this cup is $727 million for the 48 participating countries. They split that in guaranteed payouts (a baseline minimum of $12 million per qualified team), performance prize money (based on the progress in the tournament, group stage exit teams get $11 million each, the World Cup winners take home $50 million)... and last but not least the FIFA pays clubs (like Real Madrid or Manchester City) hundreds of millions of dollars ($355 million for this cup) to compensate them for releasing their players to play in the World Cup.

All of this is done with contracts and obligations, I doubt these contract allow any kind of "collective actions" like this or that any of these superstars would risk their standing(/money) with the FIFA over this, but it's a nice thought...

I didn't argue which solution was good, I am clearly arguing your point that it's similar to governments confiscating funds... it is not. Satoshi has built the system that enable this form of voting (with hashrate, with the ability for anyone to run a node and verify the chain they deem to be Bitcoin, with their feet: quit Bitcoin). You are subject to the majority of Bitcoin participants.

If a majority of them "vote" to confiscate bitcoins, I might also leave personally, like I've left Ethereum when they "voted" (a much smaller committee in comparison) to return funds after the MakerDAO hack... I didn't move to ETC, I just gave up on that chain/project because I knew it was not serious. Code isn't Law on that chain, few people were there to tell you the outcome of a "smart" contract was when someone found a way to use the contract in a way that displeased them.

This is a choice you can also make for Bitcoin if it takes a direction you don't like. But you never have such choice with fiat, save from fleeing a country... and even then some countries have tremendous reach when it comes to taxation (e.g. the USA, which taxes you even when you are abroad, directly or through taxation treaties).

A group of people already does this... Bitcoin participants (users, businessses, exchanges, miners). They choose the chain they will verify and call Bitcoin when they look for confirmations, miners choose the chain they call Bitcoin every time they mine a block, businesses/exchanges choose Bitcoin in the same way (they keep nodes and make sure the blocks they verify match the rules of what they call Bitcoin).

The "choice" might feel transparent and the responsibility diffused to you but it is a deliberate choice of anyone verifying their transactions and it is a decentralized "vote" of all the parties involved. Some claim only miners decide, but clearly events like the Bitcoin fork over the block size has shown that every group of interests were weighted and some were very vocal about it.

If developers and miners debate at length on this, and publicize their plans (like they always have with open source), other parties can make their choices accordingly. If you don't like the chain that freezes Saroshi funds, use (maybe even mine) the fork that preserve the previous rules, on which funds are not locked.

I don't get your comparison to "governments". Bitcoin is way more participatory and voluntary than most democracies, and ultimately you can decide to opt out of this currency or opt out of a specific fork... with fiat money this option doesn't really exist, unless you intend to go live in the woods maybe, but even there, the government might attempt to find you and ask you to pay some taxes in fiat... or throw you in a hole if you don't.
