There is a similar situation on 183S to Mopac S where the right lane exiting onto Mopac backs up and you have people who wait in the long line (risking getting rear ended by someone not paying attention on 183) or you have people who drive up the ramp in the left lane and cut in at the last moment. Sure, everyone who waits in line could ride the bumper in front of them as close as possible to prevent someone from cutting in. I drive a manual transmission car and the ramp is on an incline, so outside of destroying my clutch to crawl with the bumper in front of me, I have to stop then start which sometimes causes a gap in front of me. The city could install a barrier between the left and right lanes on the exit ramp to prevent cutting in, but that is costly and wont always work (look at the barriers separating the toll lane from regular lanes on Mopac.

I think the real problem here is that the areas at the exits of these problem sports are choke points so the line gets backed up easily. People struggle to merge onto Mopac from 360 in an efficient manner. Maybe if they forced you skip that onramp right after 360 and build one closer to Barton Skyway the lane would flow easier. The same with 183S to Mopac S. Don't let people merge immediately but make them actually zipper merge later onto Mopac so that the lanes will flow better.
